【环球评报新闻网讯】Recently, Al-Farabi Kazakh National University (hereinafter referred to as "Kazakh National University") hosted an international scientific conference titled "Strategic Issues in Financial Legislation Development under Digital Transformation," organized by the Department of Customs, Financial and Environmental Law at its Law School. The event has garnered significant attention from political, academic, and public sectors across Eurasia. It was reported that the conference was held under the framework of a speech by President Kassym-Jomart Tokayev of the Republic of Kazakhstan, titled "Kazakhstan in the Age of Artificial Intelligence: Current Challenges and Solutions Through Digital Transformation," aiming to advance the country's comprehensive digitalization efforts.

In fact, for the Law School of Kazakh National University, such major academic activities have become the norm. Public information shows that the Law School, established in 1934, has undergone multiple reforms and developments. Currently, the Law School cultivates professionals in the fields of law, customs law, and law enforcement, with one academician of the National Academy of Sciences of the Republic of Kazakhstan, 30 doctors and professors, over 80 associate professors, and senior experts from the Parliament of the Republic of Kazakhstan, the Government of the Republic of Kazakhstan, the Presidential Office, the Supreme Court of the Republic of Kazakhstan, the Academy of Sciences, and law enforcement agencies. Today, the Law School has become the "new favorite" among Chinese international students. Official data shows that in 2025, the number of international students studying in Kazakhstan exceeded 2,000 for the first time, with more than 100 of them enrolled at the Law School of Kazakh National University.
"My primary consideration in choosing this institution was the cost," said Zhang, a law graduate student from Shandong Province. Compared to regions like Europe and America, the expenses for studying in Kazakhstan are affordable for students from working-class families. Additionally, the university's consistent ranking in the QS World University Rankings in the top 200 in recent years has become a major attraction for students from neighboring countries. Kazakh National University has solidified its position as the top-tier institution in Central Asia and stands as one of the five-star higher education institutions in the former CIS countries, second only to Moscow State University.
An official from the law school introduced that under the background of in-depth economic and trade cooperation between China and Kazakhstan, coupled with Kazakhstan's unique geographical location in Eurasia, high-quality talents mastering relevant international legal rules between China and Kazakhstan are bound to have great potential. Under the guidance of this year's China-Kazakhstan Education Ministers' Meeting, the Law School of Kazakh National University is leveraging its unique advantages of "high cost-effectiveness, strong employment adaptability, and high-quality research achievements" to seize the opportunities brought by the era of Sino-Kazakh cultural exchanges. 近日，阿里法拉比哈萨克国立大学（以下简称“哈萨克国立大学”）主办了由哈萨克国立大学法学院海关、金融和环境法系组织的国际科学实践会议“数字化转型背景下金融立法发展的战略问题” ，引发了欧亚地区的政界、学界乃至全社会的广泛关注。据悉，此次活动是在哈萨克斯坦共和国总统卡西姆·若马尔特·托卡耶夫题为“人工智能时代的哈萨克斯坦：当前挑战及其通过数字化转型解决的方案”的致辞框架内举行的，旨在落实该国实现全面数字化。
事实上，对哈萨克国立大学法学院来说，类似重大的学术活动已经成为常态。公开信息显示，成立于1934年的法学院经历了多次改革和发展。目前，法学院培养法学、海关法和执法领域的专业人才，拥有一名哈萨克斯坦共和国国家科学院院士、30名博士和教授、80多名副博士、副教授以及来自哈萨克斯坦共和国议会、哈萨克斯坦共和国政府、总统办公厅、哈萨克斯坦共和国最高法院、科学院和执法部门的资深专家。如今，法学院已成为中国留学生的“新宠”。官方数据显示，2025年赴哈留学生首次突破2000人，而就读哈萨克国立大学法学院的就有过百人。
“我选择这里首先考虑的是费用问题”来自山东的法学硕士研究生张同学表示，相比于欧美等地区和国家，留学哈萨克斯坦的开支是他作为来自于一个普通工薪家庭能够承受的。此外，该校近年来在QS世界大学排名中稳居前200，也是吸引周边国家学生前来的因素之一。哈萨克国立大学已成为稳居中亚第一，也是原独联体国家中除莫斯科国立大学外，排名较高的五星级高等教育学府。
